The bell holds things you might have missed: assignments, class invites, tutor messages, chest drops and support replies. It's stored on the server, so it's the same on every device, and opening a notice marks it read everywhere.
If a notice keeps reappearing, it's one with an action still pending (an unanswered class invite, an assignment not yet started). Deal with the action and it goes.
